Charles Joseph Pernasilice died in December, alone, a recluse, estranged from his family and friends. He was 70 years old. But Charley\’s life effectively ended 51 years earlier when the arbitrary stroke of a government bureaucrat\’s pen committed him \”temporarily\” to New York\’s most notorious prison — for a juvenile probation violation, a prison where more than 2,400 of the state\’s most violent and perverted prisoners, well above the aging structure\’s official capacity, were caged in primitive living conditions.
